Engineering Management, together with Systems Engineering, is an interdisciplinary curriculum, designed for professionals in high-technology organizations. The academic discipline of Systems Engineering focuses on innovation in the theories that govern the structure, operation, and management of technical and scientific organizations. The need for this program was ascertained through interviews and meetings with supervisory personnel at the Pax River base, at Constellation Energy, and with managers of the almost 200 technology companies providing services to the Base.

The 12 courses in the degree program include: Systems Engineering I and II; The Management of Technical Organizations; Program & Project Management; Systems Analysis and Management; Decision Making with Uncertainty; Applied Enterprise Systems Engineering; and Requirements Engineering, plus other courses in systems engineering and engineering management. The degree was approved by the Maryland Higher Education Commission for presentation at SMHEC.
