TPP Discusses Export License Reviews

The Patuxent Partnership invites its members and the regional community to a briefing on “How to Complete a DSP-5 or DSP-85: What Export License Reviews are Looking For.”

The brown-bag lunch presentation will be on the inner workings of the Foreign Military Sales (FMS) export license application review process on Wednesday, Nov. 9, at the Lexington Park Library. Check in begins at 11:30 am, and the program starts at noon.

The presenter Mike McCloskey serves as the lead consultant and instructor at Foreign Disclosure and Export Solutions Corporation and is considered an expert in the areas of military technology transfer and the implementation of US foreign disclosure policy.

Mr. McCloskey will discuss the export application review process under both the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), two important US export control laws that affect the manufacturing, sales, and distribution of technology and, in particular, the reliance on the military’s foreign disclosure policies.

McCloskey is highly regarded for his expertise in the areas of military technology transfer and the implementation of US foreign disclosure policy.

The presentation will provide a broad overview about foreign disclosure policies, discuss license layouts and phrasing to best assist the license reviewer, demonstrate how export license conditions/provisos are developed and show how applicants can stipulate to conditions beforehand to preclude “poison pill” provisos.

The presentation will conclude with 15 minutes of Q&A.
