Congressman Steny H. Hoyer delivered remarks at former Maryland senator Bernie Fowler’s annual wade-in at Jefferson Patterson Park in St. Leonard. Each year, Mr. Fowler holds the wade-in to assess how far he can wade into the Patuxent River until he can no longer see his white sneakers. The non-scientific measurement, which is known as the “Sneaker Index,” helps to raise awareness about the health of the river.
