The Department of the Navy and US Coast Guard have published information evaluating the reasonably foreseeable effects to the human environment of Navy, Marine Corps, and Coast Guard training and testing activities conducted in the Atlantic Fleet Training and Testing study area, reports The Southern Maryland Chronicle.  The study area includes areas of the Atlantic Ocean along the East Coast, portions of the Caribbean Sea, the Gulf of Mexico, and some inland and nearshore waterways. The public is encouraged to submit comments on the AFTT Draft Supplemental Environmental Impact Statement/Overseas Environmental Impact Statement. The comment period will end Nov. 21, 2024.

The Chesapeake Bay is cleaner than it used to be, but it is still falling short of 2025 targets for reducing pollution, reports Capital News Service. “The short version is that it’s going in the right direction. The longer story is that we’re still behind,” Adam Ortiz, administrator for the Environmental Protection Agency’s Mid-Atlantic region, said at a news conference on Capitol Hill last week.

House and Senate lawmakers finalized a three-month federal funding extension Wednesday that prevents a partial government shutdown next month but will still create some budget complications for military officials as they enter the new fiscal year Oct. 1, reports Military Times.

ArmySec Christine Wormuth warned lawmakers that the short-term funding could have “significant consequences” on the service, ranging from delays in construction projects to weapons acquisition, reports Military.com. DefSec Lloyd Austin said short-term, temporary funding measures create uncertainty throughout the US military and put the services at a strategic disadvantage. “A lack of long-term funding delays missions, undermines readiness, and inflicts unnecessary disruptions on our military families and recruitment efforts. Furthermore, functioning under a CR impedes military readiness and makes it impossible in most cases to begin or accelerate new programs,” he said in a statement.

The US Senate has confirmed several senior military posts, reports Marine Corps Times. Among them are Air Force LTGEN Steven Nordhaus as the next chief of the National Guard Bureau, Navy VADM Alvin Holsey, head of Southern Command; Air Force LTGEN Randall Reed head of Transportation Command; and Army LTGEN Xavier Brunson, head of US Forces Korea. Deputy Pentagon Press Secretary Sabrina Singh said the Senate confirmed “more than 6,000 of our highly qualified military nominees in the Air Force, Army, Marine Corps, Navy and Space Force,” DoD News reports. Some were promotions to new ranks and in some cases to new jobs.

CMDR Stacey O’Neal has lost her job as head of Navy Talent Acquisition Group San Antonio “due to a loss of confidence in her ability to perform her duties,” reports Navy Times.

The Marine Corps has retained more first-term Marines in a single year than it has in more than a decade, reports Military Times. The Corps hit 114% of its stated first-term Marine retention goal this fiscal year.
In recent years, the Corps conducted an overhaul of its talent management mechanisms, looking at ways to improve Marine quality of life and doing more to reach out to Marines earlier in their contracts to encourage re-enlistment or a move to the Reserve from active duty.

The Pentagon is asking the House and Senate Armed Services committees to stop a legislative proposal that would mandate an independent assessment of the establishment of a separate cyber service, reports Breaking Defense. Last year, officials warned that even though the service would confer some benefits, it’s likely that it would create confusion and overlap between the existing services’ cyber initiatives.

Afghan LTGEN Sami Sadat has described his first encounter with the F-35 Joint Strike Fighter in his book, “The Last Commander,” reports Air Force Times. Sadat gives an account of an early F-35 mission, shortly after the jet began deploying to Afghanistan. He suggested a code name for the jet, “Cool Birds,” and it stuck. Sadat was the last person to command Afghan National Army forces in Afghanistan prior to the fall of Afghanistan’s government, amid the 2021 US military withdrawal.

While few Afghan generals over the course of the 20-year war became internationally known, Sadat’s profile rose higher than most. Sadat believes “tens of thousands” of Afghan fighters would rally to defeat the Taliban if called upon to do so.

Abouzar Rahmati of Great Falls, VA, a contractor with the Federal Aviation Administration National Airspace System, has been indicted for working as a secret agent for the Iranian government, reports WJLA TV via MSN.

The United States will end its current mission in Iraq against ISIS by the end of 2026 and transition to a new phase that likely will involve a significant withdrawal of American forces in the country, according to senior US officials, reports The Hill.

The US Army has introduced an artificial intelligence component, dubbed “Recruit 360,” to revitalize its recruiting efforts that have missed goals for many years, reports Army Times. Following shortfalls in recruiting, the service has embarked on an ambitious restructuring of its recruiting force and added a host of new initiatives.

The Boeing employees’ strike has cost the airplane manufacturer $1.4 billion, reports The Hill. The company’s cost-saving measures include a hiring freeze, furloughs, leadership pay cuts, and halted payments to most of its hired DC lobbying firms in an effort to reserve cash. The strike will have cost the company, employees, and suppliers a combined $1.4B through Sept. 27.

Lockheed Martin was among the companies represented last week during a visit to Maryland by Abdullah II ibn Al-Hussein, the king of Jordan, reports Maryland Matters. Abdullah and Maryland Gov. Wes Moore attended a roundtable discussion on how Maryland and Jordan can collaborate on future economic opportunities. “This is where you come together to talk about common goals, talk about common interests and talk about collaboration,” Moore said in opening remarks.

Four companies — L3Harris, Astranis, Axient, and Sierra Space — will compete to build the US Space Force’s first batch of Resilient GPS satellites, aimed at ensuring military and civilian users have access to reliable positioning, navigation, and timing signals, reports C4ISRNET. After prototypes are finalized, one or more of the firms will build the first eight satellites.

BAE Systems is pitching its new ATLAS — Autonomous Tactical Light Armour System — 8×8 vehicle ground robot to the Australian Army, reports C4ISRNET. The new ATLAS is slightly smaller than the LAV-25 8×8 armored vehicles currently used by the Australian Army and US Marine Corps.

The family of World War II medic Waverly B. Woodson Jr. received his Distinguished Service Cross last week, reports The Associated Press. Woodson was part of the only African American combat unit involved in the D-Day invasion during WWII, and he spent more than a day treating wounded troops under heavy German fire — all while injured himself. Decades later, he was awarded posthumously for his heroism. Woodson died in 2005.

Veterans Affairs is calling on Congress to address a $12 billion budget shortfall by the end of the year, to ensure it can keep providing health care to a record number of veterans, reports Federal News Network.

A RAND Epstein Family Veterans Policy Research Institute report found that military and veteran caregivers save the federal government hundreds of billions in medical costs annually but still face significant challenges getting support and care for themselves, reports Air Force Times. The report released Sept. 24 also found that nearly one in 10 adults in America provided some level of caregiver services to a veteran or wounded military member in the past two years.

R Cubed Engineering LLC, Palmetto, Florida, is awarded a $19,964,957 cost-plus-fixed-fee order (N6833524F0207) against a previously issued basic ordering agreement (N6833522G0041). This order procures 1200 KIV-79 end cryptographic units (ECU) to meet the new requirements for both National Security modernization for ECUs, and the latest mode five Department of Defense and North Atlantic Treaty Organization transponder requirements for positive cooperative combat identification.
