Defense News reports there is some furor in Israel over a fast-tracked submarine deal with Germany. It seems that is took seven years to sign the first F-35 deal in Israel, but only one year for new German subs.

Applied Technology Inc., King George, Virginia, is being awarded a maximum value $38,000,000 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee orders contract for scientific and engineering support for advanced electronic warfare techniques. The initial task order for $8,007,515 will be incrementally funded at time of award in the amount of $465,000. Work will be performed at the Naval Research Laboratory, Washington, District of Columbia (90 percent); and the contractor facility in King George, Virginia (10 percent), and is expected to be completed Nov. 17, 2021. Fiscal 2017 working capital funds (Navy) in the amount of $465, 000 will be obligated at the time of award. No funds will expire at the end of the current fiscal year. This contract was competitively procured under solicitation N00173-14-R-KC02 for which one offer was received. The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity (N00173-17-D-2003).

ENSCO Inc., Falls Church, Virginia, has been awarded a $145,000,000 cost-plus-incentive-fee contract for systems engineering and integration activities for the Space and Missile Systems Center Range and Network Division. Contractor will support new and ongoing efforts in all phases of the acquisition life cycle, and standardize systems engineering processes. Work will be performed at Los Angeles, California; and Colorado Springs, Colorado, and is expected to be complete by Oct. 30, 2022. This award is the result of a Small Business Set-Aside competitive acquisition with four offers received. Fiscal 2017 operations and maintenance; and research, development, test, and evaluation funds in the amount of $11,000,000 are being obligated at the time of award. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity (FA8806-17-C-0001).

Kudu Dynamics LLC, Chantilly, Virginia, has been awarded a $36,854,963 cost-plus-fixed-fee contract for software and software development. Contractor will develop capabilities to support offensive and defensive cyber operations. Work will be performed at Chantilly, Virginia, and is expected to be complete by May 16, 2021. This award is the result of a competitive acquisition with 23 offers received. Fiscal 2017 research, development, test, and evaluation funds in the amount of $3,210,723 are being obligated at the time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-17-C-0013).

ManTech Advanced Systems International Inc., Fairfax, Virginia, has been awarded a $11,219,657 modification (P00066) to previously awarded contract FA8819-12-C-0001 for specialized acquisition security support. Contractor will provide security support for the Space and Missile Systems Center and related Air Force Space Command operational units. Work will be performed at Los Angeles Air Force Base, California; Colorado Springs, Colorado; and Vandenberg Air Force Base, California, and is expected to be complete by Nov. 16, 2017. Fiscal 2017 development, test, and evaluation and operation and maintenance funds in the amount of $3,434,000 are being obligated at the time of award. The Air Force Space and Missile Systems Center, El Segundo, California, is the contracting activity. 

Source Power & Gas LLC, Beasley, Texas (SPE600-17-D-8003), $128,303,724; WGL Energy Service Inc., Vienna, Virginia (SPE600-17-D-8005), $48,986,727; Agera Energy LLC, Briarcliff Manor, New York (SPE600-17-D-8001), $45,941,405; Constellation NewEnergy Inc., Baltimore, Maryland (SPE600-17-D-8002), $20,270,723 and Talen Energy Marketing LLC, Allentown, Pennsylvania (SPE600-17-D-8004), $8,955,323 have each been awarded a firm-fixed-price requirements type contract under solicitation SPE600-16-R-0413 for the supply and delivery of retail electricity and ancillary/incidental services. These were competitive acquisitions with eight offers received. They are two-year contracts with no option periods. Locations of performance are Texas; Washington, District of Columbia; Illinois; Maryland; Ohio; Pennsylvania; Virginia; New York; and New Jersey, with a Dec. 31, 2018, performance completion date. Using customers are Army, Navy, Air Force, Department of Defense, Defense Logistics Agency, Defense Intelligence Agency, Department of Energy, Department of Agriculture, National Security Agency and Veterans Administration. BAE Systems Land & Armaments LP, York, Pennsylvania, was awarded an $8,105,737 modification (P00005) to contract W56HZV-16-C-0167 for 39,773 labor hours allocated across three work directives in support of the Paladin integrated management vehicle program.  Work will be performed in York, Pennsylvania, with an estimated completion date of Oct. 31, 2019.  Fiscal 2016 research, development, test and evaluation funds in the amount of $157,537; fiscal 2017 other procurement (Army) funds in the amount of $6,114,000; and fiscal 2015 other procurement (Army) funds in the amount of $1,834,200 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.

General Dynamics Mission Systems, Pittsfield, Massachusetts, is being awarded $26,193,779 for modification P000006 to a previously awarded cost-plus-incentive-fee, cost-plus-fixed-fee contract (N00030-16-C-0005), for new procurement efforts for sustainment of the U.S. and United Kingdom (UK) SSBN fire control system; the U.S. SSGN attack weapon control system (to include training and support equipment); and the missile fire control for the U.S. Ohio Replacement and UK Successor common missile compartment program development.  Work will be performed in Pittsfield, Massachusetts (90 percent); Bremerton, Washington, (3.8 percent); Kings Bay, Georgia (2.8 percent); Dahlgren, Virginia (1 percent); Cape Canaveral, Florida (1 percent); Portsmouth, Virginia (1 percent); and United Kingdom (0.4 percent) with an expected completion date of December 2020. Fiscal 2017 operations and maintenance (Navy) funds in the amount of $8,453,280; fiscal 2017 research, development, test and evaluation funds in the amount of $5,828,750; United Kingdom funds in the amount of $5,297,822; fiscal 2017 other procurement (Navy) funds in the amount of $4,911,920; fiscal 2017 weapons procurement (Navy) funds in the amount of $971,231; fiscal 2016 other procurement (Navy) funds in the amount of $720,776; and fiscal 2015 other procurement (Navy) funds in the amount of $10,000 are being obligated on this award. Contract funds in the amount of $8,453,280 will expire at the end of the fiscal year.  Strategic Systems Programs, Washington, District of Columbia, is the contracting activity.

Lockheed Martin Corp., Rotary and Mission Systems, Moorestown, New Jersey, is being awarded a $77,231,745 cost-plus-incentive-fee modification to a previously awarded contract (N00024-13-C-5116) to exercise options for Aegis Combat System Engineering Agent efforts for the design, development, integration, test, and delivery of computer program baselines and associated technology insertion hardware design support for the next/future advanced capability build.  Work will be performed in Moorestown, New Jersey (98 percent); Berlin, New Jersey (1 percent); and Fairfax, Virginia (1 percent), and is expected to be completed by December 2017. Fiscal 2017 research and development (Navy); and fiscal 2017 other procurement (Navy) funding in the amount of $6,257,894 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Envisioneering Inc., Alexandria, Virginia, is being awarded a maximum value $49,900,000 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee orders contract for scientific and engineering support for off-board electronic warfare. The initial task order for $16,751,107 will be incrementally funded at the time of award in the amount of $536,112. Work will be performed at the Naval Research Laboratory Washington, District of Columbia (90 percent); and the contractor’s facility in Alexandria, Virginia (10 percent). Work is expected to be completed Nov. 17, 2021. Fiscal 2017 working capital funds (Navy) in the amount of $94,000; and fiscal 2017 research, development, test and evaluation (Navy) funds in the amount of $542,112 will be obligated at the time and award.  Contract funds in the amount of $542,112 will expire at the end of the current fiscal year. This contract was competitively procured under solicitation N00173-16-R-JH02 for which one offer was received. The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity (N00173-17-D-2002).

IAP World Services Inc., Cape Canaveral, Florida, is being awarded a $30,380,482 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N40080-09-D-0512) to exercise option year four for base operations support services at Naval Support Activity Annapolis. The work to be performed provides for all management, supervision, labor hours, training, equipment, and supplies necessary to perform base operating services to include but not limited to facility investment, service calls, pest control, operation of utility plants, refuse collection, special events, and snow and ice removal. After award of this option, the total cumulative contract value will be $223,370,854. Work will be performed in Annapolis, Maryland, and this option period is expected to be completed November 2017.  No funds will be obligated at time of award. Fiscal 2017 operations and maintenance (Navy); and fiscal 2017 working capital funds (Navy) in the amount of $19,189,619 for recurring work will be obligated on individual task orders issued during the option period. The Naval Facilities Engineering Command, Washington, Washington, District of Columbia, is the contracting activity.
