TPP’s Financial Series Continues June 5

Gene Townsend, TPP Board of Director, continues his budgeting and financial series June 5 with a Budgeting and Rate Development Briefing.

Mr. Townsend will provide an understanding of developing rates to meet DCAA requirements as well as forecasting. His discussion includes information on understanding unallowable and allowable costs.

The briefing is designed to provide business owners and managers the insight to improve their companies and increase their bottom lines.

TPP members as well as the regional community are invited. Check in is at 7:30 am at the Southern Maryland Higher Education Center, Building 2, Center Hall, 44219 Airport Rd, California, MD 20619. The briefing will run from 8 – 9:30 am June 5, 2014.

There is no cost for this program, however, advance registration is requested to manage catering and seating.

Mr. Townsend is the owner of GT Financial. For 35 years he has provided financial planning and business consulting services to the Federal Government, Defense companies and the Patuxent River business community, working in positions in the Public Works Directorate and the Comptroller of the Aircraft Division of the Naval Air Warfare Center at Patuxent River.

He has served as CFO for several Defense Contractors.

He holds a Masters in Business Administration, Contract Acquisition from Florida Tech, a Master of Science in Contract Management from Florida Tech, a Bachelor’s Degree in Finance from VA Tech, is a graduate of Leadership Maryland (Class 2002) and is a Certified Financial Planner™.

His experience includes: business start-up financial processes, DOD budgeting process, Federal Acquisition Regulation (FAR) knowledge, Earned Value Management (EVM), contract negotiation, cost and pricing analysis, Financial System implementations, business evaluations, Business Process Re-engineering (BPR) and developing contract and financial training courses.

He has taught graduate and undergraduate courses at colleges and universities in Southern Maryland and is actively engaged in the Southern Maryland community. He serves on the Board of Directors of the Cedar Point Federal Credit Union (Treasurer) and The Patuxent Partnership. He is an active member and Past President of the Rotary Club of Lexington Park and a member of St. Mary’s County Chamber of Commerce.

His final briefing, Cost Analysis of Government Proposals, will be held June 17, 2014. This conclusion of his four-part series discusses how the government evaluates a fair and reasonable price in the absence of competition or if a cost type contract is used.  This brief will explore how costs are analyzed and provide awareness on how the government computes a recommended fee or profit based on assessment of the contractor risk.
