Military Budgeting to Reallocate Industry’s 87%

Eighty-seven percent of his budget goes to large corporations, VADM David Dunaway, Commander of NAVAIR, tells regional leaders. The Navy is planning on bringing some of that back in-house.

“We think it’s going to be real important to get control of things within the United States government that we have been abdicating out to large industry for a long time,” says VADM Dunaway in the video below, an outtake of his remarks.

“There’s a lot of areas we work on that that is absolutely the right thing to do and there’s a lot of areas we are inappropriately doing it and it is costing us a fortune.”

The admiral was among more than a half dozen speakers last month at a Pax Partnership produced forum of industry, academic and political leaders seeking the best economic path forward for both the community and the US Navy in challenging budget times.

A few outtake videos capture VADM Dunaway’s succinct, three-prong assessment of the approaches NAVAIR will take to address budget cuts in the immediate and near term.

Attrition at Pax River will more than meet government declining personal needs, he said, and expressed the Navy’s ongoing support of STEM education efforts and NAS:Patuxent River’s continued need for STEM-inclined journeymen talent.

Reallocation, which he discusses in the video below, has the potential to create the greatest impact on the private defense industry. Tasks better done by the government will be brought back in-house, he says, and gives examples, including the presidential helicopter, where a different allocation of work would have kept the projects on track and completed. Those jobs done best in the private sector will remain there, he says.

Consolidation of overlapping and overly complicated interfacing procedures required of contractors and other entities external to the military is the final budget priority, VADM Dunaway addressed. The goal is to unify procedures and adopt more streamlined procedures and administrative processes.
