Harriers Get Starter Boost

Panasonic Delux Computer Diagnostic Systems Kit – The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, Competency 5.3 requires the acquisition of three (3) MM-46943 Panasonic Deluxe Kits. These kits are required to diagnose potential issues with Mercury Marine engines, and to reduce the diagnostic time identifying root causes of engine management problems. The Government intends to negotiate solely with SPX Service Solutions, under the authority of FAR 6.302-1.

Angenieux Zoom Lens – The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for an Angenieux 40×15 BESSD camera.

Flight Control Services

Contracts Awarded:

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Conn., is being awarded a $194,097,296 advance acquisition contract with fixed-price line items for long lead components, parts, and materials required for the delivery of 37 propulsion systems for the Lot VI F-35 Joint Strike Fighter Program (18 conventional take-off and landing [CTOL] for the Air Force; six short take-off and vertical landing for the Marine Corps; seven carrier variant for the Navy; four CTOL for the Italian Air Force; two CTOL for the Royal Australian Air Force; and associated spares.  Work will be performed in East Hartford, Conn. (64 percent); Bristol, United Kingdom (25 percent); and Indianapolis, Ind. (11 percent), and is expected to be completed in September 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract combines purchases for the U.S. Navy ($37,137,996; 19.1 percent), the U.S. Marine Corps ($84,683,000; 43.6 percent), the U.S. Air Force ($54,929,988; 28.3 percent), and the governments of Italy ($11,564,208; 6 percent) and Australia ($5,782,104; 3 percent).  This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1).  The Naval Air Systems Command, Patuxent River, Md., is the contracting (N00019-11-C-0082).

Component Improvement Program (CIP) for AV-8B GTS Accessories – The Naval Air Systems Command, PMA 257 intends to award a Sole-Source delivery order under Basic Ordering Agreement N00019-12-G-0003 to Goodrich Control Systems, The Radleys, Birmingham, GBR, for a Component Improvement Program (CIP) for the AV-8B F-402 Pegasus propulsion system Gas Turbine Starter Accessories pursuant to the authority provided in FAR 6.302-1.

ECP 604 LITENING Centerline Kits – The Naval Air Systems Command has a requirement to retrofit deploying F/A-18 C/D aircraft with wiring kits to allow utilization of the LITENING targeting pod (LPOD). The effort involves design, integration, manufacturing, and delivery of wiring modification kits in support of USMC F/A-18C and F/A-18D Hornets carriage and employment of the LPOD in accordance with Engineering Change Proposal (ECP) 604.

TechVizXL./VR-4 SOFTWARE – The Naval Air Warfare Center Lakehurst New Jersey intends to procure TechVizXL/VR-4 software license and support.  The Government intends to solicit and negotiate with EOS Services Corproation, 1532 Grandview Drive, Rochester Hills, MI.

Burma Version 3 (V3) Software – The Naval Air Warfare Center Aircraft Division Lakehurst has a requirement for Non-Recurring Engineering (NRE), integration, installation, test, and training for the following EP-3E and Special Projects Aircraft (SPA) efforts: Burma Version 3 (V3) Cursor on Target (CoT) software production, MTS-C Part-Task Trainers (PTT) production upgrades, Enterprise License procurement, Laser Safety Review Board (LSRB) production system support in support of the P-3 aircraft. The Government intends to issue a sole source order under a Basic Ordering Agreement to Sierra Nevada Corporation.

T-34/T-44/T-6 CLS – The Naval Air Systems Command (NAVAIR) Patuxent River, MD intends to negotiate and award a contract modification on a sole source basis to Sikorsky Support Services Inc. to extend current support efforts under USN T-34/44/6 Contractor Logistic Support (CLS) contract number N00019-11-D-0014, which consists of tasking and equipment required for Organizational, Intermediate, and Depot-level aircraft maintenance and logistics.

Incorporation of Anti-Jam GPS in support of ECP 315 – The Naval Air Systems Command awarded a Sole Source Delivery Order per FAR 6.302-1 (b)(1)(i) under the Basic Ordering Agreement N00019-11-G-0001 to McDonnell Douglas Corporation, a wholly owned subsidiary of The Boeing Company, St. Louis, MO 63134-1939 for the procurement in support of Engineering Change Proposal (ECP) MDC-AV8B-00315 (Anti-Jam Global Positioning System) in AV-8B Radar, Remanufacture, Night Attack, and Trainer configured aircraft. The following quantities are being procured: acquisition of 13 Radar/Reman Kits for the USMC A/C.
