Sabre’s Dowling to Speak at Narco-Terrorism Conference

Sabre Systems, Inc. is pleased to announce that the company’s Senior Executive Director for the Mid-Atlantic (MA) Region, Hampton Dowling, will be presenting “The Implications of Illicit Trafficking in the Western Hemisphere Transit Zone” at the Counter Narco-Terrorism and Drug Interdiction Summit (CNDI), sponsored by the Institute for Defense and Government Advancement (IDGA), Sept. 24 – 26, 2012, in Miami, Fla.

According to the IDGA website, “The CNDI Summit will educate delegates in order to provide a better understanding of the future of interdiction capabilities, new policies and standards, and the current progress toward interoperability.”

During his presentation, Mr. Dowling will focus on the tangible macro issues that point to challenges in public sector surveillance, interdiction and coordination relative to the emerging capabilities of transnational illicit trafficking organizations in Central and South America, and the Caribbean. He will put the spotlight on a wide range of implications, including those affecting regional maritime secure commerce and shipping, and the bottom line of private sector revenues.

According to Mr. Dowling, “The rationale, strategy and tactics we have traditionally used to engage drug smuggling and narco-terrorism in this region may no longer be effective given the exponential and unabated growth in the broader category of illicit trafficking. There’s value in examining the tougher questions, practical limitations and incentives for public sector institutions to consider different approaches.”

Mr. Dowling will share the dais with the Deputy Assistant Secretary of Defense for Counter Narcoterrorism and Global Threats, DoD program managers, principals from Federal Agencies responsible for related policy and initiatives, and recognized practioneers from the international private sector.
