At the 2011 Juneteenth celebration at Freedom Park, Alfreda Rice set up a booth to recruit foster parents. Rice is with the recently recast Tri-County Department of Social Services. The emphasis was hers, stressing her commitment to St. Mary’s County and her pleasure at attending the Juneteenth celebration Lexington Park.
