The Patuxent Partnership to host “What Export License Reviewers are Looking For: How to Complete a DSP-5 or DSP-85”

The Patuxent Partnership is hosting a brown bag lunch presentation on the inner workings of the Foreign Military Sales (FMS) export license application review process on Wednesday, Nov. 9, 2016 at the Lexington Park Library, 21677 Franklin Delano Roosevelt Blvd, Lexington Park, MD 20653.

Check in begins at 11:30 am, and the program starts at noon. The presenter, Mike McCloskey, serves as the lead consultant and instructor at Foreign Disclosure and Export Solutions Corporation and is considered an expert in the areas of military technology transfer and the implementation of US foreign disclosure policy.

Mr. McCloskey will discuss the export application review process under both the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), two important United States export control laws that affect the manufacturing, sales and distribution of technology and, in particular, the reliance on the military’s foreign disclosure policies.

The presentation will provide a broad overview about foreign disclosure policies, discuss license layouts and phrasing to best assist the license reviewer, demonstrate how export license conditions/provisos are developed and show how applicants can stipulate to conditions beforehand to preclude “poison pill” provisos.

The presentation will conclude with 15-minutes of Q&A.

TPP’s annual member holiday party will be held from 5 to 6:30 pm Thursday, Dec. 15, 2016, at The Patuxent Partnership’s office. Admission at the door will be food or cash donations for the HOPE Food Pantry. This is a TPP members-only event. TPP member employees are invited.
