Contracts Update

The following contracts were solicited and issued yesterday.

Solicited:

E-2D Aircraft Wiring System Repair Tool Set: The Naval Air Warfare Center Aircraft Division Lakehurst, NJ requires the manufacturing and delivery of 2 pilot production units E-2D Aircraft Wiring System Repair Tool Set, Refurbishment of 1 pilot production unit and up to 22 units E-2D Aircraft Wiring System Repair Tool Set. The Government intends to procure the above items under the authority of FAR 6.102(b), Competitive Procedures utilizing competitive proposals. The Government anticipates awarding one Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract through competitive Small Business Set-Aside procurement procedures.

8 Camera Video Surveillance System: Solicitation N00421-12-T-0077 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on a brand name sole source basis. Manufacturer must be PELCO, under the authority of FAR Part 12, FAR Part 13, FAR Part 52.211-6, and Total Small Business Set-Aside authority of FAR Part 52.219-6.

Warfare Analysis, Engineering and Technical Services: The Naval Air Warfare Center Aircraft Division has a requirement for Warfare Analysis, Engineering and Technical Support Service. This requirement is for the Naval and Joint warfighting capability assessments and Modeling and Simulation (M&S) to supplement and enhance AIR-4.10 government and military warfighting analytic efforts that are conducted in support of Program Executive Offices (PEOs), the Naval Aviation Enterprise (NAE), and the Office of the Chief of Naval Operations (OPNAV). The required support is multi-faceted and provides services in support of warfare analysis, M&S, software development, and analytic program requirements. The services identified within this contract are anticipated to be performed at Patuxent River, MD and Arlington, VA.

NAVWAR Kit Buy: The Naval Air Systems Command has a requirement for forty-eight (48) NAVWAR kits developed under ECP 6315. Boeing is the designer, developer, manufacturer, and integrator of the F/A-18 and EA-18G aircraft in its various configurations; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort. This is an announcement only regarding a sole source acquisition. Companies interested in subcontracting opportunities should contact The Boeing Company directly.

Power Supply: Solicitation N00421-12-T-0064 is issued as a synopsis/request for quote. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase request for competition, under the authority of FAR Part 12 and FAR Part 13. This request is set-aside for Total Small Business under authority of FAR Part 52.219-6 .

Issued:

DRS C3 & Aviation Co., Herndon, Va., is being awarded a $48,459,005 modification to a previously awarded firm-fixed-price contract (N00019-11-C-0011) to exercise an option for logistics services in support of E-6B aircraft, to include management of government-owned inventory and material support of aircraft.  In addition, this option provides for residual spares from other 707 derivative programs, including VC-137, C-18.  Work will be performed at Tinker Air Force Base, Okla. (70 percent); Naval Air Station, Patuxent River, Md. (10 percent); Travis Air Force Base, Calif. (10 percent); and Offutt Air Force Base, Neb. (10 percent).  Work is expected to be completed by November 2012.  Contract funds in the amount of $ 6,686,529 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Rockwell Collins, Inc., Cedar Rapids, Iowa, is being awarded a $45,374,000 modification to a previously awarded firm-fixed-price, cost-plus-fixed-fee contract (N00019-10-C-0067) to exercise an option for labor, facilities, equipment, and material required to develop and produce A-kits and B-kits for the Block I modification of three low rate initial production E-6B aircraft.  In addition, this modification provides for associated training and support systems to achieve initial operational capability.  Work will be performed in Oklahoma City, Okla. (50 percent); Richardson, Texas (40 percent); and Patuxent River, Md. (10 percent).  Work is expected to be completed by December 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

The Boeing Co., St. Louis, Mo., is being awarded an $9,201,764 firm-fixed-price modification to a previously issued basic ordering agreement (N00019-11-G-0001) to exercise an option to provide integrated logistics and engineering services support for the Harpoon and Standoff Land Attack Missile Expanded Response Missile System and Harpoon Launch Systems for the U.S. Navy and the governments of various foreign military sales customers.  Work will be performed in St. Charles, Mo. (91.17 percent); St. Louis, Mo. (5.43 percent); Yorktown, Va. (2.64 percent); Point Mugu, Calif. (0.71 percent); and Oklahoma City, Ok. (0.05 percent), and is expected to be completed by November 2013.  Contract funds in the amount of $3,296,312 will expire at the end of the current fiscal year.  This modification combines purchases for the U.S. Navy (35.82 percent); and, under the Foreign Military Sales Program, the governments of Korea (8.22 percent), Turkey (6.94 percent), Taiwan (5.06 percent), Japan (4.72 percent), Egypt (4.62 percent), Greece (3.88 percent), United Kingdom (3.63 percent), Pakistan (3.07 percent), Australia (2.97 percent), Chile (2.76 percent), Canada (2.24 percent), Saudi Arabia (2.34 percent), Israel (2.04 percent), Singapore (2.03 percent), Thailand (1.45 percent), Bahrain (1.24 percent), United Arab Emirates (1.10 percent), Germany (1.09 percent), Netherlands (1.09 percent), Portugal (0.82 percent), Kuwait (0.81 percent), Malaysia (0.76 percent), Oman (.74 percent), and Denmark (.55 percent).  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
