TPP Panel Discusses Foreign Military Sales

Over the past 10 years, The Patuxent Partnership‘s mission has changed to keep pace with the evolving needs of its members, the US Navy, Department of Defense, and the community. TPP looks to advance technology through speaker programs, forums, and networking; to advance science and technology transfer through the exchange of ideas, information, and data; and to increase STEM workforce development through an array of initiatives from physics to cyber security.

And just a few days into the New Year, TPP kicks off another year of programs for 2017.

“Foreign Military Sales Essential to US Defense” will be presented from 8 to 9:30 am Tuesday, Jan. 10, 2017, at the Southern Maryland Higher Education Center at 44219 Airport Road in California.

Speakers include VADM Joseph Rixey, Director of the Defense Security Cooperation Agency (DSCA); RADM Frank Morley, Deputy Assistant Secretary of the Navy International Programs (NIPO); Maj. Gen Lawrence Martin, USAF; Assistant Deputy Under Secretary of the Air Force, International Affairs; and Anne Cataldo, Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC).

VADM Rixey’s previous shore assignments included earning a master of science in aeronautical engineering and engineer’s degree in aeronautics at the Naval Post Graduate School, Monterey, California; Naval Air Systems Command as the P-3 Training Systems program manager, NAS Patuxent River; P-8A Poseidon team lead; Maritime Patrol and Reconnaissance Aircraft Program Manager; deputy program executive officer, Air Anti-Submarine Warfare and Advanced Sensors Programs; and as vice commander, Space and Naval Warfare Systems Command.  Rixey most recently served as the deputy assistant secretary of the Navy for International Programs and as the director for the Navy International Programs Office.

RADM Morley served operationally as an F/A-18 pilot in Strike Fighter Squadron 192 deployed with USS Independence (CV 62), VFA-83 deployed with USS George Washington (CVN 73), and command of VFA-87 deployed with USS Theodore Roosevelt (CVN 71). He also served as assistant navigator deployed with USS Enterprise (CVN 65). During these tours, he participated in operations Southern Watch, Desert Fox, Noble Eagle, Joint Guardian, Enduring Freedom, and Iraqi Freedom. His shore tours include service as a test pilot in Air Test and Evaluation Squadron 23; chief, Air and Missile Defense (J3) U.S. Pacific Command; and program manager, F/A-18 and EA-18G Program Office (PMA-265). The rear admiral has served in numerous acquisition tours including being an F/A-18 E/F engineering, manufacturing and development test pilot where he was the fifth pilot to fly the Super Hornet and first to land aboard ship. He also served as deputy program manager (PMA-265) where he directed the final year of development and fleet introduction of the EA-18G Growler. Most recently, he served as vice commander of Naval Air Systems Command headquartered at Pax River.

There will be no cost for the program. Advance registration is requested to manage seating.

Also, mark your calendars for “United States-Russian Relations Under Trump Administration. What Does Russia Expect?” Dr. Tatiana Shakleina, Head of the Department of Applied International Political Analysis, Moscow State Institute of International Relations in Moscow, will speak at 5 pm Tuesday, Feb. 28, 2017, at St. Mary’s Hall at St. Mary’s College of Maryland.
