A week after president-elect Donald Trump slams the cost of the F-35 as “out of control,” the Pentagon revealed that it is preparing for a delay of up to seven months in the F-35’s development program and projecting cost growth of $530 million, reports Aviation Week.

President Obama has signed the the Federal Assets Sale and Transfer Act (H.R. 4465), bipartisan legislation to streamline the disposal of excess or underutilized federal buildings, according to a congressional press release. This could give the next president more leeway to consolidating military bases.

FCW reports on the DoD watchlist, 2017 Oversight Plan, that outlines 10 areas of performance and management challenges to focus on in the coming year, including cyber. security, acquisition, countering the terrorist threat and force readiness.

Contracts:

Northrop Grumman Systems Corp., Herndon, Virginia, is being awarded a $16,892,649 cost-plus-fixed-fee, firm-fixed-price contract for E-6B Mercury Multi-Role Tactical Common Data Link (MR-TCDL) validation and verification efforts, to include A and B kits, initial spares, spares and installation of the MR-TCDL into one Mission Avionics Systems Trainer. Work will be performed in Salt Lake City, Utah (50 percent); Greenville, Texas (30 percent); San Diego, California (18 percent); and Stowe, Massachusetts (2 percent), and is expected to be completed in September 2018. Fiscal 2016 and 2017 aircraft procurement (Navy) funds in the amount of $16,892,649 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-17-C-0009).

FlightFab Inc., Baltimore, Maryland, was awarded an $8,411,379 indefinite-delivery/indefinite-quantity contract incorporating firm-fixed-price contract line item numbers for the supply of plastic waste processing equipment for a period of performance of five years. Work will be performed in Baltimore, Maryland, and is expected to be completed by September 2021. Fiscal 2016 shipbuilding conversion (Navy) funding in the amount of $107,805 was obligated at award and will not expire at the end of the current fiscal year. Additional fiscal 2016 shipbuilding conversion (Navy) funding in the amount of $494,753 was added at the end of fiscal 2016 and will not expire at the end of the current fiscal year. This contract was competitively procured as a total small business set-aside via the Federal Business Opportunities website, with three offers received and one accepted. The Naval Surface Warfare Center, Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity (N64498-16-D-0009).

International Communications Associates Inc., Arlington, Virginia (W911S0-17-D-0009); Washington Language Center LLC, Arlington, Virginia (W911S0-17-D-0010); International Center for Language Studies Inc., Washington, District of Columbia (W911S0-17-D-0011); Language Associates LLC, Arlington, Virginia (W911S0-17-D-0012); and Dictyon, Greenbelt, Maryland (W911S0-17-D-0013), will share a $138,000,000 time and materials contract to provide foreign language training support services and instruction to support the Defense Language Institute foreign language center in the Washington, District of Columbia, metropolitan area or elsewhere. Bids were solicited via the Internet with eight received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 14, 2021. Army Contracting Command, Fort Eustis, Virginia, is the contracting activity.

Technica Corp., Sterling, Virginia, has been awarded a $7,975,990 task order (FA8732-14-D-0015-SJ03) to previously awarded Network-Centric Solutions-2 contract for operations and security sustainment services. Contractor will provide technology services to manage and sustain current operations, and to evolve the Air Force Joint Worldwide Intelligence Communications System Enterprise into a secure, robust, and regionalized network to support the various national and Air Force missions worldwide. Moreover, the partnership with the selected company provides Air Force Joint Worldwide Intelligence Communications System Enterprise the ability to meet full operational capability on schedule, optimize project management of information technology requirements, and to mature the Air Force Joint Worldwide Intelligence Communications System Enterprise. Work will be performed at Joint Base San Antonio-Lackland, Texas; and Wright-Patterson Air Force Base, Ohio, and is expected to be complete by Jan. 28, 2018. This award is the result of a small business, set-aside acquisition with six offers received. Fiscal 2017 operations and maintenance funds in the amount of $7,975,990 are being obligated at the time of award. Acquisition Management and Integration Center, Detachment 2 Contracting Office, Joint Base San Antonio-Lackland, Texas, is the contracting activity.
